Dr. Rosemary Papa (aka Papalewis)

Dr. Rosemary Papa is the Del and Jewell Lewis Endowed Chair in Learner Centered Leadership at Northern Arizona University. As well, she recently served as co-chair of the research panel charged with revising the standards (ISLLC) that will guide leadership training programs across the United States.

Previously, she served as a Professor of Educational Leadership and Policy Studies, Director of the Center for Teaching and Learning, the Sacramento State founder of the Joint Doctorate in Educational Leadership with University of California Davis and Sonoma State University and the Editor of the electronic Journal of Education Policy at California State University Sacramento. She also was a professor aan founder of the joint doctoral program of education leadership between five campuses of the University of California and Fresno State. She received her Ed.D. from the University of Nebraska Lincoln in 1983 in Education Administration, Curriculum and Instruction and her main areas of teaching are education policy, ethical decision making, adult learning and uses of technology.

Dr. Papa has published more than eighty articles in academic journals including Reading Improvement; Teacher Education Quarterly; The International Journal of Educational Management; National Forum of Educational Administration and Supervision Journal; The Yearbook(s) of the National Council of Professors of Educational Administration; Women as school executives: Voices and vision; The Journal of School Business Management; Education International Journal of School Reform. Dr. Papa has a book (co-authored with Dr. Rex Fortune) Leadership On Purpose: Promising Practices for African American and Hispanic Students (2002) by Corwin Press.

Additionally, she has contributed eight chapters to books including The Knowledge Base in Educational Administration; Multiple Perspectives; The Role of the University in the Preparation of Teachers; and, Cornerstones of Collaboration. In August, 2003 she received the Living Legend Award in Recognition of a Life-Time of Outstanding Service & Scholarship from the National Council of Professors of Educational Administration. In May, 2004 she received the Outstanding Teacher Award by the College of Education, California State University Sacramento. In August, 2004 she was appointed as a Stafford Faculty Fellow of the University of Vermont's National Institute on Leadership, Disability and Student Placed at Risk. In 2005 she was appointed as Co-Chair of the National Policy Board in Education Administration Research Panel charged with review of the ISLLC Standards. In 2006 she was appointed co-editor of the NCPEA 2007 Yearbook and serves as a Domain Coordinator for NCPEA/CONNEXIONS, Rice University. She has worked extensively in China, Korea, and West Africa..

Dr. Ric Brown, Ed.D.

As the Provost and Vice President for Academic Affairs at California State University, Sacramento, from 2001 to 2006 (retired from the California State University system in early 2007), Dr. Brown served as the Chief Academic Officer for the University of 28,000 students. In addition to responsibility for seven academic colleges (Arts and Letters, Business Administration, Education, Engineering and Computer Science, Health and Human Services, Natural Sciences and Mathematics, Social sciences and Interdisciplinary studies), the College of Continuing Education and the Library, Academic Affairs also includes the Graduate Division, Institutional Research, the Office of Research and Sponsored Projects, Academic Technology and the Center for Teaching and Learning. He was also a tenured Professor in the Department of Educational Leadership and Policy Studies. He holds the doctorate in Educational Psychology (research, statistics and measurement) from the University of Houston (1976), the MA in Secondary Education from Incarnate Word College in San Antonio, Texas (1973) and the BBA in Finance from the University of North Texas in Denton, Texas (1969). In the summer of 2005, he was a participant at the Harvard Institute for Educational Management.

Prior to his current position, he served California State University, Sacramento as Associate Vice President for Research, Graduate and Extended Programs. Prior to coming to Sacramento in 1995, Dr. Brown was Director for University Grants and Research and Associate Director of the Foundation at California State University, Fresno. While at Fresno for 19 years, he was also a professor in the School of Education and Human Development, and served in various capacities including coordination for Development and Outreach, coordination for the Educational Administration and Supervision Program and coordination for the Research and Educational Service Center.

In addition to consultation activities in program evaluation, data analysis, public opinion surveys, measurement and grant development, Dr. Brown has over 100 publications and presentations in the areas of statistics, measurement, educational psychology, evaluation and higher education administration.
