On more than one occasion during my tenure as superintendent of schools for the Center Unified School District in Sacramento County, California, it was my pleasure to acquire program evaluation assistance from Dr. Rosemary Papalewis. At one point we were designing instruments to collect information and reviewing responses from all elementary teachers in the district, who had participated in systematic grade level collaboration meetings for a year. At another time, we analyzed test score data from elementary and secondary students in the district and designed ways of displaying disaggregated information about various student groups. In both instances, Dr. Papalewis demonstrated a unique ability to identify critical patterns in the survey and test score data and, through graphs and charts, prepare presentation materials for discussions of these findings with professional and policy making audiences. I could always count on her work for its completeness, its ease of use-- even for non-technical audiences-- and for its timely delivery.

I invited Dr. Rosemary Papalewis to partner with me on a contract proposal to develop “Train-the-Trainer” moderator guides and to conduct workshops for technical trainers for a large California client. Our partnership was awarded the contract. Dr. Papalewis was responsible for the educational components of the project. She developed moderator guide sections on adult learning principles, learning and teaching styles, and on teaching methods, strategies, and class activities. She also was the lead presenter for two “Train-the-Trainer” workshops we conducted for technical trainers. The moderator guides and the workshops were well received and the client has continued to receive positive feedback from their trainers. As a result, the client recently requested additional workshops and has discussed conducting them on an annual basis.

At a time when Project Pipeline, a teacher credentialing program in
northern California, was in need of an evaluation of its work, I was
able to contract with Dr. Rosemary Papalewis to conduct that evaluation. There was information available about the program service provided and about the experiences of the teacher interns that covered a five year period. While Project Pipeline had a number of written reports, newsletters, and student files, as Executive Director I felt that there was a need to organize information about the characteristics of the instructional program and about its effectiveness for intern teachers. Dr. Papalewis' evaluation of the program included quantitative measures, especially as it related to intern teacher retention in the program, intern completions and their continuation in the teaching profession. Dr. Papalewis was also able to capture anecdotal information from interns, program completers and school officials who employed them. That study was designed for our internal use, however several of the findings from her work were ultimately used in marketing materials including brochures, power-point presentations, and official reports to funding agencies.
